Position: Senior Programme Officer - EU Regional Economic Integration Support
Job Grade: 4

Main Responsibilities

Reporting to the Director of TIFI, the Senior Programme Officer shall:
  1. Coordinate and assist the Director in project management and ensure effective implementation of various EU regional integration support programmes;
  2. Acts as the first point of contact in SADC/TIFI for all issues related to the implementation of the PPDF/ TRF /REIS, EDF 11 programmes in accordance with the conditions of the Contribution Agreements;
  3. Be responsible for all communication between the Directorate and the consulting firms implementing these Programmes;
  1. Advise SADC Secretariat/TIFI on technical interpretations of the Contribution Agreements and in preparation of Action Documents for new Contribution Agreements under the 11th EDF;
  1. Provide support to the Team Leaders in the preparation of global and annual work plans for implementation of relevant programmes, ensuring timeliness in the preparation of plans, requests for funding and implementation of plans;
  1. Participate in the Steering Committee meetings of the programmes and provide necessary guidance;
  1. Review terms of reference for engaging short-term experts to undertake assignments under the various TIFI - EU programmes and make recommendations to Director;
  1. Review and contribute to periodic reports prepared under the various TIFI - EU programmes on the implementation of the programmes and submit to the TIFI Director;
  1. In collaboration with Team Leaders, assess Member States’ capacity building needs and identify appropriate intervention programmes;
  1. Provide support to the Project Team Leaders in the development and implementation of systems to monitor progress in the implementation of all programs supported activities at the regional and Member States levels in line with the SADC Secretariat Project Monitoring and Evaluation System;
  1. Assist the Director in ensuring complementarity between ICPs’ supported programmes;
  1. Support the various Project Managers/ Team Leaders in raising awareness and visibility of EU supported programmes and activities to relevant stakeholders;
  1. Perform any other related duties and tasks as may be assigned by the Director, TIFI.

Education and training

  • Advanced University degree in economics, international trade or related field. In the absence of an advanced university degree relevant professional experience of at least eight years above the professional experience required will be considered acceptable.

General Professional Experience and skills

  • At least 10 years relevant work experience on issues related to international trade or regional integration, preferably in the SADC region.
  • Good knowledge of the issues and processes involved in the implementation and monitoring of projects under the EU Contribution Agreements;
  • Demonstrated experience of at least 5 years (in addition to the 10 years relevant work experience) in the management of relevant programme activities in the context of national/regional/international organisations or as a team leader of a development project;
  • Fluency in spoken and written English with a working knowledge of Portuguese and French being an added advantage;
  • A team player, with a track record in a coordinating/management role at senior level and a proven ability to communicate and work in a multicultural environment
  • Computer proficiency with commonly used packages like MS Word, Excel, and Power Point
  • Excellent report writing and presentation skills

Tenure of Appointment

The position is fully supported by the Trade Related Facility for a period up to 30 November 2019 and will finally be integrated into the SADC structure to ensure project management within the Secretariat.

Remuneration

The SADC Secretariat offers competitive package for all the positions as detailed below;
