Location:   Mbeya, South-West Tanzania

Child Support Tanzania (CST) is a Tanzanian NGO based in Mbeya in the South-West of the country. Child Support Tanzania is the only recognised inclusive early childhood education centre catering to the early learning needs of disabled children within the Southern Highlands of Tanzania, an area comprising nearly a quarter of Tanzania. For the past 10 years it has become essential to the community, widely known and with strong relationships with local Government. In the absence of quality state education for disabled children, CST has been providing a vital service to children and families now, whilst also aiming to bring about wider scale change through government advocacy and training of neighbouring primary schools for an even greater impact longer term.
We are seeking a highly skilled Accountant to oversee all financial systems for this small NGO, including finances relating to project management. The Accountant will also be responsible for all aspects of contract financial management including: analysis of spending, cash flow projections, control and processing of budget realignments, preparation of management reports and monitoring of the project spending.


Job Purpose
1) Oversee the financial systems and cash flow of a small NGO working with disabled children
2) Production of monthly finance management reports for the Executive Director and Board.
3) Manage the finances for a 4 year project and produce quarterly financial reports
4) Manage a Finance Assistant
5) Oversee basic HR and administrative tasks for the NGO


Main Duties and Responsibilities:
1. Internal Accounting and Finance
 Oversee financial transactions are recorded in accordance with the standard financial procedures.
 Regularly review float held by other member of staff including the Executive Director and Project Coordinators.
 Prepare the monthly Payroll for the approval by the Executive Director and ensure all statutory deductions (NHIF, H.E.L.B, NSSF, P.A.Y.E, etc.) are done accurately and submitted on time.
 Enter all transactions into QuickBooks and ensure that all book-keeping and coding is accurate.
 Ensure that all transactions are properly accounted for and financial records are properly kept.
 Responsible for the petty cash of the Organization and all bank issues
 Prepare an analysis of the cash books, management report, comparison with the budget, and commentary at the end of the month.
 Continue to develop financial systems and ensure procedures and controls are implemented
 Responsible for all audit matters and ensure audit is done on time
 Prepare budgets and financial reports for donors and for the NGO co-ordination board.
 Produce internal financial progress reports for the Executive Director on a monthly basis or on request.
 Receiving installment payments from beneficiaries, updating their respective accounts, and preparation of Loan payment schedules on a monthly basis or on request.

2. Administration and Human Resource Management
 Manage the CST Finance Assistant in a managerial role
 Ensure that the organisation meets the legal administrative requirements of an NGO in Tanzania
 Oversee all administrative filing and records, and archiving.
 Ensure that all employees have valid contracts and job descriptions.
 Prepare the staff list on a quarterly basis.
 Ensure compliance with local labour law regulations on all staff matters.
 Perform any other duties as may be assigned by the Executive Director.


Essential Desirable
-Bachelor degree in Accounting, Business Administration,
-Economics or Commerce.
-Experience managing line managing personnel
-Minimum 2 years’ Finance Management Experience Understanding of the regional and cultural context
of rural regions in Tanzania
-Experience of managing the finances for NGO projects. Personal lived experience of disability or
marginalisation.
-Experience of working in an NGO, preferably with
international experience.
-Expertise in child protection and the additional
risks faced by girls and by children with
disabilities
-Excellent Team leadership skills - working with a range
of staff, stakeholders and donors across wide
geographical areas
-Understanding and commitment to the rights of
children with disabilities
-Intermediate skills in Microsoft Excel Experience working on projects funded by large
institutional donors (such as DFID)
-Willingness to live in and travel in Mbeya Tanzania


4 year contract commitment.
Proven experience maintaining project funds including
overview of funds received/disbursed, expenditure status,
exchange rate gain/loss and profit/loss status.
Proven track record of addressing issues of
under/overspends and alerting management of any cashflow
challenges.
Excellent communication skills; fluent English essential
Excellent attention to detail; proven ability to multi-task
and juggle the timely implementation of a heavy
workload with multiple work streams.
