Background
The University Of Maryland Baltimore (UMB) works around the world to enhance capacity of governments, Regional and District Health Management Teams to improve quality of health services through targeted technical assistance, systems development & strengthening, and institutionalization of quality improvement initiatives. Building on experience in more than 15 countries, UMB in Tanzania has received funding from the United States Government’s Centers for Disease Control and Prevention through the President’s Emergency Plan for AIDS Relief (PEPFAR) to provide Targeted Technical Assistance to Local Clinical Partners and Regional Health Management Teams for Implementation of Comprehensive HIV Care, Treatment, and Support Programs in the United Republic of Tanzania.
MGIT is advertising for the following position to support its work in the country and invites all qualified candidates to apply:

TITLE: HIV/AIDS Advisor
REPORTS TO: Chief of Party (Country Director)
LOCATION: Dar es Salaam
POSITION DESCRIPTION

OVERALL RESPONSIBILITIES:
This Position holder will be the key person leading design and implementation of UMB Tanzania projects ensuring the projects are implemented at a high quality level and Managed accordingly.
The HIV/AIDS Advisor is responsible for project oversight, coordination and supervision of the project’s programs; provides conceptual development of programmatic designs/changes; assists in evaluation of program effectiveness in meeting stated objectives and provide overall management and coordination of UMB Tanzania Projects.
The position holder will also support the Country Director in developing new projects, research concepts, drafting proposals for funding, and implementing specific research agendas related to the needs of the country. Also s/he will provide on-going technical assistance to LIP and RHMTs via intensive and regular guidance and mentoring in developing improvement objectives, methods, and data analysis.


SPECIFIC RESPONSIBILITIES
1. Leads and supports the preparation of the technical and programmatic review of Local
implementing partner annual work plans and the HIV components quarterly and annual
progress reports and success stories.
2. Participate as a UMB Advisor on multi-donor HIV/AIDS senior level working groups and
those related to the Global Fund to Fight HIV/AIDS and Tuberculosis. Provides technical
leadership in the areas of prevention; behavior change communication; reduction of
stigma and discrimination; counseling and testing; monitoring and evaluation;
surveillance; care and support; and treatment of STIs.
3. Assist technical colleagues to review existing HIV/AIDS training resources and materials
and develop an HIV/AIDS curriculum that is tailored to partners’ needs and contexts, as
identified through a collaborative capacity assessment process.
4. Assist program managers with the planning and facilitation, as needed, of workshops
with partner/s.
5. Provide guidance and support to country program staff to support the LCIP and RHMTs
to foster clinical linkages (this may include initiating discussions about how the
partner/s can best support facilities’ and communities/families’ engagement in
HIV/AIDS prevention and the continuum of care).
6. Coordinate with UMB-Tz and LCIPs to share best practices and solutions to challenges
during meetings with partner/s and in internal and external communities of practices
7. Assists in preparing the HIV/AIDS narratives, results and targets related to prevention;
counseling and testing; surveillance; care and support; and treatment of STIs.
8. Provides technical oversight of key components of HIV/AIDS program activities such as
prevention; behavior change communication; reduction of stigma and discrimination;
counseling and testing; surveillance; care and support; and treatment of STIs to ensure
the achievement of results on an annual basis.
9. Collaborates in the design, implementation and evaluation of appropriate operational
and intervention-linked quantitative and qualitative research and efficacy studies for
the evaluation of HIV/AIDS activities related to prevention; counseling and testing;
monitoring and evaluation; surveillance; care and support; and treatment of STIs among
most-at-risk groups.
10. Provides senior level technical assistance in capacity building, planning,
implementation, monitoring and evaluation to key governmental and nongovernmental
partners. Provides expert guidance to Local implementing partners in
the development of achievable, measurable plans and objectives for implementation of
innovative HIV/AIDS activities.
11. Initiates, organizes, facilitates and documents monthly technical meetings with Local
implementing partners involved in HIV/AIDS prevention; behavior change
communication; reduction of stigma and discrimination; counseling and testing;
monitoring and evaluation; care and support; and treatment of STIs.
12. Conducts field visits where and when necessary to LCIP-supported HIV/AIDS activities to
meet with local implementing partners and government health officials as appropriate,
providing technical guidance.
13. Identifies opportunities for integrating “state of the art” approaches into HIV/AIDS
activities, providing a technical assessment and recommended strategies to pilot
innovative interventions.
Serves as a senior-level professional member in the UMB-Tanzania Office, and also provide
technical leadership on cross-cutting HIV issues across the UMB Tanzania Programs:
14. Participates in regular weekly HIV/AIDS technical team meetings, team meetings and other UMB Tanzania routine Organization-wide meetings.
15. Provides technical and programmatic input and participates in the planning and presentation of the annual program review.
16. Coordinates and communicates regularly with other members of the team and other UMB-Tanzania staff on administrative, technical, programmatic and policy issues related to HIV/AIDS.
17. Writes drafts and edits final versions of all necessary technical and scientific reports and presentations.
18. Coordinates and edit materials and reports related to HIV/AIDS for UMB briefings and presentations.
19. Other duties as assigned.


Growth and Business development
 Provide technical support to the country program in identifying and pursuing future growth opportunities in Health and HIV programming.
 Research, track and analyze new business opportunities, competitive intelligence, and UMB positioning within the health/HIV sector.
 Support senior management’s cultivation and strengthening of institutional relationships with donors, partner organizations, and other collaborators in the Health/HIV sector.
 Support and guide the identification of partners and negotiation of UMB’s role on proposal consortia, ensuring a competitive position for UMB that adheres to the agency’s partnership principles and strategic directions


QUALIFICATIONS:
1. Medical degree required; Master’s in Internal Medicine, Pediatrics (in addition to MD). Fellowship or further qualification in Infectious diseases will be an added advantage. Related field or equivalent experience is preferred
2. A minimum of 3 years’ experience in managing PEPFAR funded projects; an experience working with RHMTs and local implementing partners will be an added advantage.
3. Demonstrated ability to plan and coordinate with a variety of collaborators, including national level managers, donors, technical assistance organizations and NGOs
4. Demonstrated experience in developing and implementing successful training and supervisory systems as well as direct supervision experience.
5. Five years’ experience working with or supporting programs related to HIV/AIDS in Tanzania.
6. Ability to work with Microsoft Office software, specifically Word, Excel, and PowerPoint
7. Ability to work independently and manage various tasks in a team setting on a daily basis
8. Strong organizational and communication skills.
9. Experience with CDC funded projects highly desirable 10. Strong problem-solving skills
11. Fluency in written and spoken English and Swahili.
