Main Responsibilities    

An International Oil and Gas Company is looking for a External Relations Manager whose responsibilities will include;

  • Lead, develop and manage the implementation of a comprehensive stakeholder engagement plan for the Project Covering regional level stakeholders.
  • Developing a high-quality program of external engagement with key Tanzanian ministries and regulatory bodies, industry, community and other stakeholders, -at local, regional and national levels.
  • Advising the Project on the governments thinking and agenda and develop communications / engagement strategies around key stakeholder issues
  • Developing analysis and map a strategy for key meetings with the government to assist the Project to navigate the various government departments and -decision-making structures.
  • Coordinating and support the development of an appropriate suite of communications materials targeting both government and community stakeholders (fact sheet, newsletter, etc.)
  • Effectively engaging with both national and local Media to create positive and long-term relationships.
  • Coordinate effective internal communication for the Integrated Project Team.
  • Ensure communication alignment among project partners through regular interaction with the external Relations managers of partner companies.
  • To be the brand custodian and to ensure the Project agrees on a project brand that represents its objectives and principles and is agreed upon by all parties, including the Government of Tanzania.


Social Investment (SI) and Local content (LC):

  • Lead engagement with functional and technical Partner teams to design a strategic local content programme which has the potential to optimise LC
  • Work closely with industry LC teams to ensure coordinated and consistent approach with other industry activities; participate in a cross-industry working group to ensure continued consistency and coordination;
  • Ensure Partner LC plan is consistent with industry joint LC framework; obtain Partner joint ownership and consensus over allocation of responsibilities for the Partner LC plan across the team, and  ensure effective and timely delivery of actions.
  • Develop project management plans for each SI programme, to ensure appropriate level of operational oversight/ support and strategic direction over the project duration.
  • Conduct well targeted engagement with key stakeholders at national, regional and community level, to build support, alignment and participation (either financial or in-kind) with projects.
  • Conduct scoping and feasibility studies where necessary to inform the development of additional strategic SI initiatives within the target themes, ensuring appropriate and sufficient participation by external stakeholders. Build on existing information where appropriate.  
  • Conduct appropriate level of internal engagement, with Project partners, as part of and where necessary
  • Communications and reporting to ensure that all internal and external stakeholders are updated with progress.

Qualifications Requirements 

  • Minimum – Bachelor Degree. Post-Graduate degree in a relevant discipline is an advantage.


IT Skills    
Experience    
-Minimum 3 years’ experience in the oil & gas or extractives industry.
-Experience in stakeholders’ engagement and communications.
-Experience in managing a team, preferably in the extractives sector, including budget development and management, KPI development and assessment.
-Experience with managing negotiations and interfaces with government officials and institutions, communities and affected households.
-Experience of communication strategies and plans, and their effective implementation is advantageous
-Experience with social investment and local content field
