UNICEF supports a response to children affected by AIDS by providing protection, care and support to mitigate the impact of the HIV epidemic on households, but also to support increased access and retention into HIV treatment and care programmes. UNICEF supports strong linkages to child protection systems to provide social care and protection to children and families affected by HIV and AIDS.
Somalia is in a protracted complex humanitarian crisis. Epidemiological mapping shows very different profiles and morbidity/mortality burdens for HIV in the different parts of Somalia – indicating different programme strategies. The financing of health services in Somalia is largely through humanitarian funds and so targeted to geographically limited service delivery projects for short periods of time. The GF grants to Somalia represent a significant proportion of total health financing and some of the most predictable financing available. As such they provide an important strategic element to the financing of health services in Somalia.
The current HIV grant to Somalia is approximately a $20 million initiative over two and half years that is implemented through a broad range of partners. UNICEF, as the Principal Recipient (PR), is required to ensure effective planning, implementation, monitoring and reporting of the programme.

How can you make a difference?
The HIV/AIDS Specialistis required to manage and coordinate the implementation of the HIV grant. This entails corresponding with the GFATM Secretariat and the Local Funding Agent (LFA), developing work plans and budgets, supervising programme implementation, ensuring that partners and activities are well coordinated, and facilitating regular management and coordination meetings. It also involves liaising with local health authorities and the body that holds the CCM responsibilities, the Health Sector Coordination of the Somali Support Secretariat.
Summary of key accountabilities:
- Represent UNICEF in it role as Principal Recipient by working in close coordination with the Health Sector Committees, International Organisations, the health authorities, NGOs, other UNICEF sections and other GFATM (Malaria, TB and RSSH) funded programmes.
- The upcoming new round Global Fund HIV grant includes the RSSH (Resilient and Sustainable Systems for Health) which aims to support the health system strengthening of the three diseases (HIV, TB and Malaria) as well as support to the National Health System Plans. The program manager will be responsible to ensure proper planning, coordination, budgeting, monitoring and management of the RSSH component with accountability of financial and risk management.
- Ensure proper financial management, Procurement & Supply Chain management, budget management, HACT( Harmonized Approach to Cash Transfer and Risk Management of the HIV and RSSH grant.
- Programme development and planning.
- Programme management, monitoring and delivery of results.
- Advisory services and technical support.
- Advocacy, networking and partnership building.
- Innovation, knowledge management and capacity building.

As achampion for every child you will have:
- An advanced university degree (Master's or higher) in public health, pediatric health, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences is required.
- A minimum of8 yearsof relevant professional experience inin public HIV/AIDS planning and management and/or in relevant areas of health care, health emergency/humanitarian preparedness, at the international level some of which preferably in a developing country is required. Relevant experience in HIV/AIDS programme/project development and management in any UN system agency or organization is an asset.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
