Director of Maritime Safety and Security ensures compliance with requirements of International Maritime Organisation (IMO) including its conventions such as MARPOL, SOLAS and STCW. He/she is also the Registrar of Ships in accordance with SUMATRA Act, CAP 413 (as amended).
1.2 Main Duties and Responsibilities
Director of Maritime Safety and Security reports to the Director General reports to the Director General with the following main duties and responsibilities:
i) To assist and advise the Director General on maritime safety and security issues;
ii) To approve ship drawings and plans for new build or conversions and supervise the conduct and the initial survey and tonnage measurement of ships;
iii) To register ships and maintain a Register ofTanzanian Ships registered under the Merchant and Shipping Act, 2003;
iv) To enforce implementation of the set maritime safety and security regulations and standards;
v) To promote accident prevention and supervise carrying out of marine accident investigations and violation of regulations; and oversee timely removal of wrecks;

University Postgraduate Degree in Nautical Science, Maritime safety, Marine Engineering, Naval
Architecture, Maritime Law and Policy, Maritime Transportation, Marine Environmental Management or its equivalent from a recognized institution;
Master or Chief Engineer Officer (STCW Reg.11/2or111/2) with seagoing service;
Bachelor Degree in Marine Engineering, Naval Architecture, Maritime Transport, or its equivalent from a recognized institution; and
At least ten (1 OJ years of working experience, five (5) years of which must be at senior managerial position in a reputable institution (preferable a maritime institution).
2.0 MANAGER, MARITIME NAVIGATION AND ENVIRONMENT (Head Office) -1 Post, REF No. MNE/2017
2.1 Position Summary
To coordinate management of maritime navigation safety & security, maritime environment, pollution prevention, search and rescue (SAR). He/she is also responsible for the management of Maritime Rescue Coordination Centre (MRCC).
2.2 Main Duties and Responsibilities
i. To assist and advise Director of Maritime Safety and Security Services on matters relating to navigation, safety, security and Maritime environment;
ii) To promote the installation of aids to navigation and carrying out of hydrographic surveys in coastal and inland waters;
iii) To supervise the issuance of navigational warnings and notices;
iv) To coordinate ship wreck removal or marking;
v) To assist in the coordination of national maritime Search and Rescue (SAR) services;
vi) To ensure the prevention of pollution from Tanzanian ships and assist in the coordination of national oil spill preparedness and response
vii) To carry out activities relating to ship and port facility security oversight;
viii) To prepare information to be provided to the maritime industry and general public relating to maritime safety, security and prevention of pollution to the Maritime environment;

3.1 Position Summary
To supervise the preparations and monitoring of regulations and safety management plans and preparing reports to management. Further the job holder will be responsible to actively promote a pro- active railway safety culture to all key stakeholders.
3.2 Main Duties and Responsibilities
Manager, Railway Infrastructure Regulation reports to the Director, Railway Regulation, with the following main duties and responsibilities:
i) To supervise the preparation of Regulations as stipulated in the Railway Act;
ii) To supervise and approve safety plans submitted by railway companies;
iii) To supervise the Audit of safety management plans and systems of railway undertakings;
iv) To supervise the monitoring of safety performance of railway operations with respect to safety plan targets;

5.1 Position Summary
Manager Compliance and Enforcement is responsible for ensuring compliance and enforcement of the Authority's regulatory decisions and providing legal advice.
5.2 Main Duties and Responsibilities
Manager, Enforcement & Compliance reports to the Director, Legal Services, with the following main duties and responsibilities:
To advise the supervisor on matters of enforcement and compliance on regulated sub-sectors
To coordinate implementation of laws, regulations, rules, contract, agreements and other legal instruments;
To conduct research on legislation and other legal aspects pertaining to regulated sub-sectors and the duty and functions of the Authority;
To handle Review and Appeals lodged with the Authority;

6.1 Position Summary
Manager Statistics is responsible for collection, analysis and dissemination of relevant data and information from within and outside the Authority for effective discharge of the Authority's regulatory and functions.
6.2 Main Duties and Responsibilities
Manager, Statistics reports to the Director, Economic Regulation with the following main duties and responsibilities:
i) To assist and advise the Director of Economic Regulation on matters pertaining to statistics;
ii) To identify external and internal sources of data required by the Authority;
iii) To develop performance indicators and benchmarks for the regulated sub-sectors;
iv) To collect relevant data/information from regulated sub-sectors;
v) To analyse and interpret data and information collected from regulated sub-sectors;

7.0 MANAGER, CORPORATE COMMUNICATION (Head Office) -1 Post, REF No. MCC/2017
7.1 Position Summary
Manager Corporate Communication is responsible for communication to the public through media and for public education on the Authority's regulatory and operations functions.
7.2 Main Duties and Responsibilities
Manager, Corporate Communication reports to the Director General, with the following main duties and responsibilities:
To assist and advise the Director General on Corporate Communication matters;
To provide information requested by members of the press and the general public;
To liaise with the Department for consumers affairs in response to stakeholders complaints;
To prepare publicity articles and materials for public education and awareness;
To provide protocol services of the Authority;
To attend to issues raised in the newspapers in liaison with other Departments;
To monitor and address complaints raised by the public through media;
To prepare and implement programme on educational awareness to the public;
To manage the Authority's website contents and their updates for public use;

Holder of Bachelor degree in Mass Communication, Journalism, Marketing, Social Sciences or its equivalent from a recognized institution;
At least ten (1 O) years of working experience, three (3) years of which must be at senior managerial position in a reputable institution; and

8.0 SENIOR RAILWAY INFRASTRUCTURE OFFICER (Head Office) -1 Post, REF No. RI0/2017
Senior Railway Infrastructure Officer reports to Manager, Railway Infrastructure Regulation.
8.1 Main Duties and Responsibilities
To inspect railway stations, tracks, level crossings, structures, rolling stock and operating practices to determine compliance to approved safety plan and safety regulations;
To prepare verbal and written recommendations for the correction of hazardous conditions;
To investigate complaints against alleged unsafe railway practices and conditions;
To inspect the quality of service and makes improvement recommendations and directives;
To conduct field investigations of railway accidents;
To carry out sensitization training of railway personnel and the public with a view to enhancing the safety of employees, passengers and the general public;

9.0 ROAD LICENSING AND MONITORING OFFICER II (Regional Offices) -3 Posts, REF No. RLM/2017
Road Licensing and Monitoring Officer II reports to Regional Officer In-Charge.
9. 1 Main Duties and Responsibilities
i) To register and issue licenses for passenger service vehicles and goods carrying vehicles;
ii) (o conduct roadside inspections and enforcement of licensing conditions;
iii) To conduct reviews/surveys in order to assess the supply and demand for cargo and passenger services;
iv) To keep proper and up to date record of data/information of the road services providers with a view to providing technical inputs for regulation of tariff, fares and setting maximum levels of same;
v) To keep proper record of timetable for passenger vehicles and ensuring that they are adhered to;
vi) To evolve codes of conduct for the road service providers and consumers; and set enforcement mechanisms including penalties for defaulters;
vii) To constantly monitor activities of road service providers with a view to appraising Management on their performance;

10.0 MARITIME WATCH OFFICER II (MRCC Dar es Salaam & Mwanza) -4 Posts, REF No. MW0/2017
The Maritime Watch Officer II will reports to Manager, Maritime Navigation and Environment (for MRCC Dar es Salaam)/ Regional Officer In-Charge (for MRCC Mwanza).
10.1 Main Duties and Responsibilities
i) To receive and handle messages through the Global Maritime Distress System (GMDSS) and other equipment at the MRCC;
ii) To monitor performance of equipment at the MRCC;
iii) To plot navigational positions on charts;
iv) To timely report faults in respect of the MRCC equipment;

Accounts Assistant reports to the Regional Officer In-Charge (administratively) and to Manager, FiNance (functionally).
11.1 Main Duties and Responsibilities
i) To receive cash and issue receipts;
ii) To bank all cash collected intact on the collection day or the following working day;

Driver II reports to Regional Officer In-Charge.
13. 1 Main Duties and Responsibilities
To conduct pre-inspection and ensure cleanliness of the Authority's vehicle prior to starting the engine and driving the vehicle;
To drive the Authority's vehicle in compliance with the traffic laws;
To ensure road worthiness of the assigned vehicle and its timely routine service;
To keep record in motor vehicle logbook for motor vehicle's movements/travels, fuel consumption, changing of tires and batteries, and mileage/kilometres;
To follow up vehicles under repairs in designated garages, their orders/bills and settlement of service/maintenance charges;
To ensure that required spare parts are fitted into the Authority's motor vehicles and the obsolete spares are returned to stores for verification;
To deliver and keep records of documents dispatched to customers/ stakeholders as per delivery order and supervisor's instructions;
To report vehicle mechanical defects discovered and any physical damage to the Supervisor as per the Authority's Regulations;
To ensure that the assigned motor vehicle has required documents and equipment like fire extinguisher, toolbox and reflective triangles;

13.2 Minimum qualifications and Requirements
Certificate of Secondary Education Examination (CSEE);
Driving License with categories A, B, C, C1, C2,C3, D& E;
At least Motor Vehicle Trade Test Grade Ill from recognized institution;

2.1 Position Summary
To coordinate management of maritime navigation safety & security, maritime environment, pollution prevention, search and rescue (SAR). He/she is also responsible for the management of Maritime Rescue Coordination Centre (MRCC).
2.2 Main Duties and Responsibilities
i. To assist and advise Director of Maritime Safety and Security Services on matters relating to navigation, safety, security and Maritime environment;
ii) To promote the installation of aids to navigation and carrying out of hydrographic surveys in coastal and inland waters;

iv) To coordinate ship wreck removal or marking;
v) To assist in the coordination of national maritime Search and Rescue (SAR) services;
vi) To ensure the prevention of pollution from Tanzanian ships and assist in the coordination of national oil spill preparedness and response

viii) To prepare information to be provided to the maritime industry and general public relating to maritime safety, security and prevention of pollution to the Maritime environment;

At least ten (10) years of working experience, three (3) years of which must be at supervisory level in a reputable institution;

3.1 Position Summary
To supervise the preparations and monitoring of regulations and safety management plans and preparing reports to management. Further the job holder will be responsible to actively promote a pro- active railway safety culture to all key stakeholders.

Manager, Railway Infrastructure Regulation reports to the Director, Railway Regulation, with the following main duties and responsibilities:
i) To supervise the preparation of Regulations as stipulated in the Railway Act;

Manager Statistics is responsible for collection, analysis and dissemination of relevant data and information from within and outside the Authority for effective discharge of the Authority's regulatory and functions.
6.2 Main Duties and Responsibilities
Manager, Statistics reports to the Director, Economic Regulation with the following main duties and responsibilities:
i) To assist and advise the Director of Economic Regulation on matters pertaining to statistics;
ii) To identify external and internal sources of data required by the Authority;
iii) To develop performance indicators and benchmarks for the regulated sub-sectors;
iv) To collect relevant data/information from regulated sub-sectors;
v) To analyse and interpret data and information collected from regulated sub-sectors;

Manager Corporate Communication is responsible for communication to the public through media and for public education on the Authority's regulatory and operations functions.
7.2 Main Duties and Responsibilities
Manager, Corporate Communication reports to the Director General, with the following main duties and responsibilities:
To assist and advise the Director General on Corporate Communication matters;
To provide information requested by members of the press and the general public;
To liaise with the Department for consumers affairs in response to stakeholders complaints;
To prepare publicity articles and materials for public education and awareness;
To provide protocol services of the Authority;
To attend to issues raised in the newspapers in liaison with other Departments;
To monitor and address complaints raised by the public through media;
To prepare and implement programme on educational awareness to the public;
To manage the Authority's website contents and their updates for public use;

At least ten (1 O) years of working experience, three (3) years of which must be at senior managerial position in a reputable institution; and
Proven knowledge and experience in media, events management, graphics design and public relations will be added advantage.
8.0 SENIOR RAILWAY INFRASTRUCTURE OFFICER (Head Office) -1 Post, REF No. RI0/2017
Senior Railway Infrastructure Officer reports to Manager, Railway Infrastructure Regulation.
8.1 Main Duties and Responsibilities
To inspect railway stations, tracks, level crossings, structures, rolling stock and operating practices to determine compliance to approved safety plan and safety regulations;
To prepare verbal and written recommendations for the correction of hazardous conditions;
To investigate complaints against alleged unsafe railway practices and conditions;
To inspect the quality of service and makes improvement recommendations and directives;
To conduct field investigations of railway accidents;
To carry out sensitization training of railway personnel and the public with a view to enhancing the safety of employees, passengers and the general public;
To prepare and maintain reports and written correspondence related to the department;

To perform other duties as may be assigned by the supervisor from time to time.
8.2 Minimum qualifications and Requirements
University Bachelor degree or Advanced Diploma in Civil Engineering or its equivalent from reputable institution.
Working experience of at least five (5) years in the related field from reputable organisation.
Registration with Engineers Registration Board (ERB) as practicing Professional Engineer.
Experience in railway infrastructure services, specifically on civil works, will be an added advantage.
9.0 ROAD LICENSING AND MONITORING OFFICER II (Regional Offices) -3 Posts, REF No. RLM/2017
Road Licensing and Monitoring Officer II reports to Regional Officer In-Charge.
9. 1 Main Duties and Responsibilities
i) To register and issue licenses for passenger service vehicles and goods carrying vehicles;
ii) (o conduct roadside inspections and enforcement of licensing conditions;
iii) To conduct reviews/surveys in order to assess the supply and demand for cargo and passenger services;
iv) To keep proper and up to date record of data/information of the road services providers with a view to providing technical inputs for regulation of tariff, fares and setting maximum levels of same;
v) To keep proper record of timetable for passenger vehicles and ensuring that they are adhered to;
vi) To evolve codes of conduct for the road service providers and consumers; and set enforcement mechanisms including penalties for defaulters;
vii) To constantly monitor activities of road service providers with a view to appraising Management on their performance;

10.0 MARITIME WATCH OFFICER II (MRCC Dar es Salaam & Mwanza) -4 Posts, REF No. MW0/2017
The Maritime Watch Officer II will reports to Manager, Maritime Navigation and Environment (for MRCC Dar es Salaam)/ Regional Officer In-Charge (for MRCC Mwanza).
10.1 Main Duties and Responsibilities
i) To receive and handle messages through the Global Maritime Distress System (GMDSS) and other equipment at the MRCC;
ii) To monitor performance of equipment at the MRCC;
iii) To plot navigational positions on charts;
iv) To timely report faults in respect of the MRCC equipment;
v) To keep records of messages received through the MRCC and the action taken;
vi) To handle messages received through the National LRIT Data Centre and action taken;
vii) To assist in activities for the coordination of the national of oil pollution preparedness and response;
viii) To assist in the coordination activities for the national maritime search and rescue (SAR) services;

11.0 ACCOUNTS ASSISTANT (Regional Office) - 1 Post, REF No. ACC/2017
Accounts Assistant reports to the Regional Officer In-Charge (administratively) and to Manager, FiNance (functionally).
11.1 Main Duties and Responsibilities
i) To receive cash and issue receipts;
ii) To bank all cash collected intact on the collection day or the following working day;
iii) To maintain petty cash Imprest;
iv) To Generate payments and write/print cheques in expenditure accounting system;

Driver II reports to Regional Officer In-Charge.
13. 1 Main Duties and Responsibilities
To conduct pre-inspection and ensure cleanliness of the Authority's vehicle prior to starting the engine and driving the vehicle;
To drive the Authority's vehicle in compliance with the traffic laws;
To ensure road worthiness of the assigned vehicle and its timely routine service;
To keep record in motor vehicle logbook for motor vehicle's movements/travels, fuel consumption, changing of tires and batteries, and mileage/kilometres;
To follow up vehicles under repairs in designated garages, their orders/bills and settlement of service/maintenance charges;
To ensure that required spare parts are fitted into the Authority's motor vehicles and the obsolete spares are returned to stores for verification;
To deliver and keep records of documents dispatched to customers/ stakeholders as per delivery order and supervisor's instructions;
To report vehicle mechanical defects discovered and any physical damage to the Supervisor as per the Authority's Regulations;
To ensure that the assigned motor vehicle has required documents and equipment like fire extinguisher, toolbox and reflective triangles;
To perform other duties as may be assigned by the Supervisor from time to time.
13.2 Minimum qualifications and Requirements
Certificate of Secondary Education Examination (CSEE);
Driving License with categories A, B, C, C1, C2,C3, D& E;
At least Motor Vehicle Trade Test Grade Ill from recognized institution;
At least Advanced Drivers Certificate Grade Ill from recognized institution;
At least one (1) year of working experience preferably in a public institution.
