Overall Purpose.
In line with Nutrition International’s strategic objectives in Africa, and, in partnership with key stakeholders in Tanzania, the Program Officer will be responsible for providing appropriate technical and other assistance to the Government of Tanzania and/or other stakeholders to help them provide, on a sustainable basis, improved child, adolescent and women’s health and nutrition services, particularly those at most risk, within which appropriate micronutrient interventions are integrated and achieve sustained high coverage and utilization.
Key Duties and Responsibilities:
Project Development:
- With the support and guidance of relevant members of the NI technical team and the Country Director:
- Ensure a regularly updated landscape analysis is available on the Iodized salt and Vitamin A supplementation programs in Tanzania.
- Develop and plan projects in Tanzania in collaboration with key stakeholders and partners that respond to programming gaps in the situation analyses and that aim to ensure appropriate intake of micronutrients by targeted groups.
- Ensure regular coordination for salt iodization and VAS programming with key partners to ensure NI funding for these interventions are being used cost-effectively.
- Develop project budgets and agree on financial commitments with Country Director Tanzania and ensure appropriate inputs are made and updated in NI Contracts Database.
- Be alert to opportunities for NI engagement in child and women’s health and nutrition.
Project Implementation and Management
- Assist the Country Director with the management of NI-funded fortification and VAS programs in Tanzania and any other fortification programs that may arise.
- Review and analyze financial and technical progress reports, produce relevant project documents as per NI procedures and guidelines.
- Troubleshoot and recommend corrective action drawing on internal NI expertise in the Tanzania and Regional Offices and beyond as necessary.
- Ensure the Contracts Database is regularly updated, in line with NI contract management procedures.
- Ensure regular coordination meetings with key stakeholders to ensure NI funding for programs is being used cost-effectively and programs NI supported program activities are on track during implementation.
Project Review
- Facilitate review of programs by RO and HQ teams for lessons learned and document and share appropriately.
Program Research and Evaluation
- Participate in the design of research and evaluation activities and work closely with researchers and external evaluators to ensure research and evaluations exercises are feasible, responds to NI, stakeholders and government needs and is disseminated in timely fashion.
- Support the dissemination of research and program evaluation findings in Tanzania and elsewhere with the view to inform available new information and improved practices.
External Relations
- Build and maintain good collaborative relations with Ministry of Health, other government agencies, UN agencies, and NGOs, as appropriate to promote information sharing and effective coordination of effort to improve and sustain effective and efficient adolescent and women health and nutrition program
- Participate in national and regional fora relevant to fortification and VAS interventions.
- Keep up to date with developments in child survival and women’s health and nutrition programming.
- Document and share with the ER team field stories and lessons learned from projects.
Education/Professional Designations/Experience:
- At a minimum, a Master’s degree from a recognized university in Public Health, Reproductive Health, Community Health or Nutrition.
- Training in epidemiology, research methodologies desirable.
- Post graduate certificate in project management will be added advantage
- At least 3 years’ experience working in child health, reproductive health and public health, nutrition, food sciences and/or related field in Tanzania or elsewhere.
- Experience in program/project implementation/supervision, monitoring and evaluation.
- Experience with micronutrient supplementation programs for children desirable.
Travel Requirements
- Based in Dar es Salam; around 25-30% of time will be spent travelling in Tanzania with occasional travel outside Tanzania.
