Description

Programme Officer Monitoring and Evaluation: will be responsible for developing, updating and implementing the learning, monitoring and evaluation system throughout TGNP; to facilitate the build-up of sustainable capacity in the feminist ideology and specific technical skills for activism and movement building and policy research and analysis through knowledge transfer, coaching and mentoring by the founding generation/s to the succeeding generations and youth among the TGNP membership and staff.
A. Specific Responsibilities
i) Designing and implementing a monitoring and evaluation plan including design of data collection tools, training of users in the use of the tools,
ii) Facilitating the planning, coordination of programme/project activities, implementation of monitoring and evaluation (M&E) activities including setting up/updating monitoring and evaluation systems
iii) Review the performance indicators and reports produced by different stakeholders and suggest necessary changes;
iv) Identifying priority quantitative data gaps in TGNP programme plans and operations and define key variables to be tracked in monitoring, evaluation and reporting to enhance TGNP ability to produce evidence based reporting on results achieved,
v) Capturing data collected into appropriate data bases, store, process and generate monitoring evaluation and reporting outputs,
vi) Producing regular reports on M&E plan and budget implementation
vii) Planning, coordinating and participate in the strategic planning processes and specifically play an active role in the development of strategic programme frameworks (annually, three, five and beyond
viii) Facilitating internal and external project evaluations and reporting on outcomes of such evaluation.

B. Key qualifications and Experience
A minimum of Master’s degree in Social Sciences or equivalent and four (4) years of working experience in a relevant field years’ minimum working experience. Strong experience in monitoring and evaluation of complex social change processes, both qualitative and quantitative aspects is added advantage.

Key Competencies:
i) Strong experience with data collection, management, analysis and report production,
ii) Thorough proficiency in data analysis using statistical software packages such as SPSS and other packages,
iii) Strong writing skills to prepare reports and presentation ability,
iv) Effective Public Relations, strong interpersonal and good speaking skills,
v) Proven ability to work effectively in a team environment with both programme and non-programme staff,
vi) Knowledge of NGOs work and understanding of feminism/gender and development will be an added advantage,
