In-Country Finance and Administrative Officer Position

Description

The TPP In-Country Finance and Administrative Officer provides efficient and effective financial and administrative services for the Tanzania Partnership Program (TPP). This position reports to the In-Country Program Coordinator through the In-Country Program Officer on matters related to day-to-day operations. The position will also work with the Principle IRA Accountant for onward submissions of financial matters that require attention of the UDSM Finance office.

RESPONSIBILITIES (including, but not limited to):

Financial responsibilities

  • To manage TPP finances and financial reporting including collection of receipts for TPP activities and travel funds 
  • Submit receipts and financial spread sheets to MSU adhering to the MSU reporting schedule 
  • Prepare and send imprest documentation and monthly bank statements to MSU Fiscal manager 
  • Maintain spreadsheet and ledgers and ensure that funds are spent in accordance with the budget and TPP policy guidelines 
  • Collaborate with MSU Fiscal manager to reconcile TPP monthly financial transactions and reconciliations 
  • Participate in the annual planning meeting, and preparations and maintenance of annual program budgets 
  • Design and generate financial reports for annual, monthly and ad-hoc reporting 
  • Ensure financial processes and controls are in place and comply with the university financial policies and practices 
  • Work closely with In-Country Program Officer, IRA accountant and TPP MSU Fiscal Manager in managing replenishing in-country funds, tracking in-country balances, reconciling in-country accounts and providing relevant information for project audit 
  • Process invoices, follow up on various fund requests, contactors and consultant payments in a timely fashion 
  • Any other Project duties as assigned by the TPP Program Coordinator and Program Officer


Administrative responsibilities

  • Provide logistical support and other travel arrangements such as hotel reservations, airport transfers, etc. for TPP staff, partners, visitors and collaborators 
  • Ensure smooth functioning of office systems and maintain TPP filing system, documentation, library, office equipment and office inventory list as well as managing TPP database 
  • Provide administrative and operational support to the TPP In-Country Program Officer 
  • Participate in the organization of TPP meetings and workshops 
  • Any other Project duties as assigned by the TPP Program Coordinator and Program Officer


POSITION LOGISITCS: 
The In-Country Finance and Administrative Officer will:

  • Be based in Dar es Salaam at the Institute of Resource Assessment, UDSM. 
  • Travel to TPP pilot sites as assigned. 
  • Work on a full time basis.


QUALIFICATIONS: 

  • Bachelors degree in Accounting, Finance with Business administration background 
  • At least three years of related experience 
  • Experience working with various financial and accounting management programs 
  • Experience working with local and international institutions, government officials and local or international NGOs. 
  • Possess good writing, editing, and verbal communication skills 
  • Fluency in English and Swahili 
  • Proficiency in MS Office, specifically MS Word, PowerPoint, and Excel 
  • Ability to solve problems creatively, undertakes detailed work, and work well as a member of a team
  • Professional work ethics including, accuracy, efficiency, thoroughness, the ability to handle multiple tasks, deadlines with limited supervision and work effectively under pressure 
  • Excellent interpersonal and organizational skills 
  • Readiness to accept challenges and learn new things to cope with changing demands of a program
