The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
In mid-April 2016, NRC conducted a pre-assessment mission in the refugee camps in north western Tanzania and the assessment revealed that the humanitarian situation for the refugees requires urgent intervention and NRC therefore decided to establish an operational office in Kibondo town, to respond in Mtendeli and/or Nduta refugee camps. The initial interventions will focus in three sectors; shelter, WASH and education (initially construction of permanent classrooms).

The purpose of the Help Desk Officer position is to promote refugees access to Humanitarian services provided by different organizations in Nyarugusu Camp.
Job description
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated Camp Management project portfolio according the planned strategy
- Prepare and develop status reports as required by management
- Ensure proper documentation and filing of documents
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
- Promote and share ideas for technical improvement
- Provide technical guidance to staffs at the Help Desks including Help Desk Assistants on procedures
- Analyze information received at the Help Desks and prepare factsheets/reports for dissemination to partners and community members.
- Provide regular informative reports/updates to the management identifying gaps present at the Help Desks.
- Collaborate with organizations providing Humanitarian Services including UNHCR and Ministry of Home Affairs (MHA) in the camp for enhanced access to services by refugees.
- Contribute to the development of Help Desk Services at the camp level
- Contribute and identify opportunities for capacity building of Help Desk Team and transfer key skills
- Ensure high quality and ongoing monitoring and evaluation of activities implemented
- Engage with community structures and partner organizations to build their understanding of Help Desk operations.
- Promote ownership of the Help Desk by the refugee community
- Support management of cases at the Help desk and facilitate referrals to other partner organizations.
- Represent NRC in coordination meetings held in the camp whenever required.
Qualifications
- 4 years’ relevant experience from a humanitarian/recovery context
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Be able to use a wide variety of software, including Word, Excel and Power Point
- Fluency in English, both written and verbal
- Knowledge of Swahili, French or Kirundi is an advantage
- Experience in capacity building and training of staff and target groups
- Political and cultural awareness
- Ability to work independently in a result oriented multi-tasking and multi-cultural environment and manage conflicting priorities.

We offer
Duty station: Nyarugusu
Contract period is for 12 months with possibility of extension.
Salary/benefits: According to NRC’s general directions, The candidate will observe NRC’s code of conduct and working hours for the NRC Office in Nyarugusu Camp.
