ORGANIZATIONAL CONTEXT AND SCOPE 
According to the 2019-2020 Tanzania Country Refugee Response Plan, the United Republic of Tanzania is hosting approximately 250,590 Burundian asylum seekers and refugees who have arrived in the country in several waves since April 2015. The majority of refugees and asylum-seekers are hosted by the Government of Tanzania in three refugee camps in the
Kigoma region of Tanzania, namely: Nyarugusu, Nduta, and Mtendeli.

In July 2017, the Government of Burundi issued a call encouraging Burundians in the camps to voluntary return, promising to help rebuild the economy in Burundi. On 28 March 2018, the 20th Meeting of the Tripartite Commission for the Voluntary Repatriation of Burundian Refugees in the United Republic of Tanzania was held in Bujumbura, Burundi. In a joint
communique, Tripartite Commission members the United Republic of Tanzania, the Republic of Burundi, and the United Nations High Commissioner for Refugees (UNHCR) agreed to implement a work plan for the voluntary repatriation of Burundian refugees.

Within this context, IOM, in coordination with UNHCR, the governments of the United Republic of Tanzania and Burundi, as well as local NGOs, has been responsible for the safe and orderly voluntary repatriation (VolRep) of Burundian refugees. Voluntary repatriation of refugees is a traditional area of intervention for IOM, in partnership with
UNHCR. Such returns are achieved in accordance with protection concerns and procedures, and the principle of voluntariness.

Context:
Under the technical supervision of the Movement Operations Manager in Dar es Salaam and the direct supervision of the Emergency Operations Officer in Kibondo, and in close coordination with the Programme Coordinator in Dar es Salaam, the Data Entry Assistant is responsible for undertaking VolRep data processing activities, with the following duties and
responsibilities:

RESPONSIBILITIES AND ACCOUNTABILITIES 

  • Record demographic and biographic information in MiMOSA upon receipt of the UNHCR voluntary repatriation beneficiary manifests and IOM post-medical-screening manifests and notify the Emergency Operations Officer and Programme Coordinator of having done so.
  • Ensure secure storage of documentation and data in accordance with IOM principles and guidelines while guaranteeing limited access to physical files.
  • Import UNHCR VolRep data lists into MiMOSA database; register cases received in MiMOSA.
  • Update case status in MiMOSA and tracking system, indicating cases with special needs and cross-references in Mimosa.Source: AjiraLeo Tanzania
  • Prepare reports as requested on the receipt of VolRep manifests; inform supervisors on possible issues which need attention and suggest corrective actions. Report any problems encountered.
  • Assist in preparing regular data mining reports in order to ensure that MiMOSA is upto-date, accurate and maintains the integrity of relevant Movement Operations projects.
  • Provide regular feedback on work being accomplished to the Emergency Operations Officer and keep supervisors immediately informed of any issues that arise.
  • Assist refugees at departure centres in the refugee camps, as needed.
  • Demonstrate an in-depth understanding of relevant Movement Operations SOPs and Movements-related systems and databases, as well as the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the prevention of sexual exploitation and abuse (PSEA.)
  • Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert Operations Officer or management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.
  • Perform such other duties as may be assigned.

EDUCATION AND EXPERIENCE

  • Completed secondary [high school] education required and five years of relevant working experience; three years of working experience with a bachelor’s degree IT/Information Systems or related field;
  • Prior Movement Operations or transportation experience a strong advantage;
  • Prior professional working experience in computer data entry in a busy high stress environment;
  • Strong computer skills – Word, Excel and Internet; experience with Movement Operations-related databases and systems (including iGATOR, MiMOSA, SAR and Amadeus) is a strong advantage.

  • Typing speed of 50 words per minute.
  • Overall knowledge of refugee voluntary repatriation procedures a critical added advantage. 


LANGUAGES
Thorough knowledge of English and Kiswahili

Advantageous
Working knowledge of Kirundi and French an advantage.
