Project Overview

  • ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.
  • ACHIEVE has been funded by USAID in Tanzania to implement a four-year activity which aims (1) to improve national- and community-level social welfare systems in order to sustain support for orphans and vulnerable children (OVC) and families affected by HIV; (2) to deliver high-quality services to OVC in assigned regions; and (3) to strengthen the capacity of local organizations to deliver OVC services. ACHIEVE began activities in Tanzania in October 2020.

Position Purpose

The Special Programs Director will report to the Project Director and will lead the coordination of the transition of OVC and DREAMS service delivery activities from the Kizazi Kipya Project to ACHIEVE and future transitions of service delivery activities to local partners in Tanzania.  The post is intended to optimize service delivery, including ensuring that project teams develop, implement and track transition processes in accordance with identified schedules and budgets. The Special Program Director will also be responsible for coordinating ACHIEVE OVC and DREAMS service delivery activities across multiple stakeholders, including ACHIEVE’s local CSO partners in Tanzania. The position will coordinate transformational implementation of service delivery components and will perform diverse consultations and communicate potential merits and risks of the proposed changes. The position will also be responsible for working across Pact Tanzania’s technical and operations teams, other PEPFAR funded programs, and other donor-funded health and HIV programs in Tanzania. The position will be responsible for working with the government and ACHIEVE team to support CCWs transitioning into CHWs cadre.

Key Responsibilities

  • Provide transformational leadership in the development and implementation of a service delivery transition plan from Kizazi Kipya to ACHIEVE and from ACHIEVE to local implementing partners, to ensure workplans, schedules, and processes comprehensively address resources requirements, project expectations, scope, and specific coordination/managerial needs/assumptions, as appropriate. 
  • Coordinate with the Pact Tanzania operations team to embed operations activities (ex. staff recruitment, subaward management, office administration) into program transition plans and coordinate the implementation of those activities, as needed.
  • Lead and coordinate regular program transition meetings amongst all relevant stakeholders.
  • In partnership with Technical Director service delivery, Technical Director system strengthening and HPS, lead and coordinate transitioning of CCWs to CHWs including supporting HPS to rollout CHBP operation guidelines at community level with the aim to ensure issues of CCWs transitioning are handled smoothly.
  • Participate in capacity assessments for local partners and support the development of Capacity Action Plans for local partners, in partnership with the ACHIEVE Tanzania Capacity Development Team.
  • Provide mentoring, coaching, and technical advice to local partners for the implementation of service delivery transition plans and, as needed, Capacity Action Plans.
  • Coordinate with the ACHIEVE Subaward Management team on the integration of OVC and DREAMS program approaches and targets into subawards and related budgets for local partners, as related to the program transition plans.  
  • Coordinate the annual ACHIEVE Tanzania project work planning and budgeting process, which will include co-creation as a mechanism for collaboration with local CSO partners.
  • Coordinate joint work planning, costing, and budgeting processes across OVC and DREAMS prime implementing partners in Tanzania.
  • Coordinate and collaborate with other PEPFAR clinical and community partners.
  • Contribute to regular reports documenting processes, outputs and outcomes of ACHEIVE Tanzania’s work to ensure transition activities are planned and carried out timely and within quality standards as intended.
  • Regularly appraise the health systems to enable proactive refinement of project support of transition components related to governance, service delivery and health financing.
  • Any other duties as assigned.

 Basic Requirements

  • Bachelor’s degree and 10 years OR Master’s degree and 8 years of experience in project management, social work, public health, business administration, education, capacity development, or other relevant areas.
  • At least 5 years of experience in community based OVC, DREAMS, and/or HIV/AIDS projects, including experience in community mobilization and civil society development and USG grants management processes.
  • Excellent understanding of PEPFAR OVC, DREAMS, and HIV/AIDS program requirements.
  • Excellent facilitation and training skills in a variety of health and organizational development topics.
  •  Demonstrated effective interpersonal and creative problem-solving skills.
  • Ability to develop and maintain strong relationships with governments and civil society partners.
  • Strong writing and oral presentation skills, including fluency in English and Swahili.

Preferred Qualifications

  • Technical expertise in capacity development, preferably in Africa
  •  Experience implementing USAID and/or PEPFAR-funded health programming in senior position(s).
  • Local candidates preferred.
