Programme Specialist – Gender Equality and LNOB 

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In December 2020 UN General Assembly adopted new resolution on the Quadrennial Comprehensive Policy Review (QCPR) of the Operations Activities for Development of the United System, which calls for strengthened accountability mechanisms for both Leaving No One Behind (LNOB) and gender equality and empowerment of women (GEWE) and girls in the UN system. The QCPR is calling on the UN and its partners to ensure that the principles of LNOB and GEWE are fully mainstreamed in the development and implementation of the new UN Sustainable Development Cooperation Framework (UNSDCF). Leaving no one behind (LNOB) is the central, transformative promise of the 2030 Agenda and its SDGs – the commitment to fulfill the rights and needs of those who are the furthest behind. Likewise, the UNSDCF puts gender equality at the center of the UN system’s efforts to promote sustainable development through the UNSDCF planning and budgeting process in support of Tanzania’s own national planning and budgeting processes.

To ensure compliance to the QCPR and other important international GEWE and LNOB commitments, the UN Women Tanzania Office is expanding its efforts to support and advance its own and UN system-wide efforts to address LNOB and GEWE through the provision of high-quality technical expertise on gender and LNOB mainstreaming, primarily through use of Gender-Responsive Planning and Budgeting (GRPB) tools at the macro and meso-levels.

GRPB is a set of tools and methods designed to track and analyze the way Governments and other organizations make plans, allocate budgets, and use funds to promote gender equality and attention to LNOB issues through a variety of programmes and endeavors that, for example, reduce poverty, promote women’s employment, roll out gender-sensitive and disability-sensitive social protection schemes, increase women’s and other marginalized groups’ access to quality and equitable social services, social protection etc. GRPB generates data revealing both gaps and achievements, helping to guide governments and other institutions to improve their plans, allocations, and spending to promote gender equality and LNOB in line with national, regional, and local priorities.

GRPB tools and methods are crucial to increase and track financial commitments and accelerate progress towards GEWE and LNOB commitments. SDG monitoring indicator 5.c.1 requires members states to track and make public allocation for GEWE commitments, including the Beijing Declaration and Platform for Action (BPfA), CEDAW, and the Commission on the Status of Women (CSW) linking the policy and legal requirements for gender equality with resource allocations for their implementation. GRPB enables governments to effectively reduce gender inequalities through policies, plans and budgets that address equally the specific needs and priorities of women and men, including the most excluded.

The UN Women Tanzania Office has been implementing GRPB initiatives and projects over the past eight years with government partners and civil society at different levels with positive results. The UN system in Tanzania, which is now formulating its new UNSDCF, sees the opportunity to deepen its engagement with the Government to ensure national, regional, and local planning processes, budgets, and programmes fully incorporate LNOB and GEWE principles into their design. The new FYDP III with its strong elements on GEWE, Youth and People with Disabilities, provides yet another opportunity for UN Women and other UN agencies and development partners to support the select sectors / regions / LGAs to deliver concrete results for the most vulnerable groups, including women and girls.

Given the COVID-19 pandemic recovery measures required, there is an increased need to work with national partners at the highest levels to develop more innovative financing for GEWE and LNOB, including development of gender bonds, blended financing bringing together public and private partnerships to address gender and LNOB issues, identifying new opportunities in gender-responsive public and private sector procurement, expanding into both blue and green economy financing mechanisms, and looking beyond Tanzania’s borders into opportunities to increase cross border trade through implementation and localization of the Regional Economic Communities that Tanzania is part of as well as the African Continental Free Trade Area (AfCFTA).

Given these developments, the UN Women Tanzania Office is now seeking to upscale and expand its work on gender mainstreaming by providing high quality technical advice on GRPB to address LNOB intersectionality and assist the wider UN system in Tanzania to deepen its promotion of both LNOB and GEWE through strong technical assistance to the Government on gender-responsive and LNOB-responsive planning and budgeting processes. To accomplish this goal, the UN Women Tanzania Office seeks to hire a qualified Programme Specialist with expertise in GRPB and LNOB programming to provide this high-quality technical advice.

Reporting to Country Representative, the Programme Specialist – Gender Equality and LNOB provides high quality policy advisory services to the government, UN, and Development Partners. The Programme Specialist – Gender Equality and LNOB works in close collaboration with the Resident Coordinator’s Office, fellow UN agencies, UN Women Regional Office and HQ staff, Government Ministries, Departments and Agencies, Development Partners, International Finance Institutions, Academia and Research Institutions and civil society partners, ensuring successful implementation of programmes and initiatives under the GE/LNOB portfolio.

Duties and Responsibilities

Provide policy and programme advisory services in Gender-Responsive Planning and Budgeting, in support of Gender Equality Mainstreaming and Leaving No One Behind.

Oversee and manage the design and formulation of programme proposals and initiatives; Identify programmatic areas for support and interventions within the area of Gender-Responsive Planning and Budgeting in support of gender mainstreaming and Leaving No One Behind initiatives for UN Women and the UN system;

Develop strategy documents/programmes, policy briefs, and other documents for policy dialogues related to area of Gender-Responsive Planning and Budgeting in support of gender equality and Leaving No One Behind principles;

Identify and/or establish innovative financing mechanisms for GEWE and LNOB at the macro-level within Tanzania;

Organize periodic consultations with key Ministry of Finance and sectoral ministries, UN agencies, IFIs and other stakeholders, such as the private sector, women leaders, human rights experts, and UN partners, as necessary.

Coordinate policy forums on applicability of gender bonds, blended financing bringing together public and private partnerships;

Undertake a gender analysis of the current tax system and issue recommendations on taxation for gender equality and LNOB;

Identify new opportunities in gender responsive and LNOB inclusive public and private sector procurement, and gender transformative and LNOB-inclusive social protection mechanisms including expanding into both blue and green economy financing.

Manage the implementation and management of the GE/LNOB portfolio.

Finalize the annual workplan and budget and manage their implementation;

Provide programme advisory support to the key government partners, the RCO, the UNCMT, and Development Partners coordination processes regarding the gE/lnob portfolio;

Manage the technical implementation of the GE/LNOB programme, provide technical advice and ensure synergies with other programme teams;

Oversee technical assistance and capacity development to partners.

Provide high quality technical and policy advice to key partners and stakeholders;

Build, manage, and expand relationships with national partners to support implementation and expansion of the gE/lnob portfolio in respective to the FYDP III for mainland and MTDP for Zanzibar;

Serve as the technical expert resource for the RCO, UNCMT and government partners on gE/lnob issues;

Implement and oversee capacity building opportunities and initiatives;

Provide partners with advanced technical assistance, training, and capacity development initiatives, as needed.

Manage the monitoring and reporting of the gE/lnob portfolio.

Manage the process of monitoring the programme/ project implementation of activities and finances using results-based management tools;

Finalize quarterly reports and donor reports, focusing on results, output, and outcomes;

Provide technical support in monitoring, RBM tools and performance indicators in tracking progress of GRPB/LNOB principles.

Manage the people and financial resources of the gE/lnob portfolio.

Manage the programme budget and finalize financial reports;

Manage staff under portfolio as appropriate; mentor and coach staff and conduct performance assessments;

Oversee recruitment processes, as necessary.

Build/strengthen partnerships with multi-stakeholders.

Develop and implement partnerships strategies with government, UN agencies, development partners, civil society, private sector;

Identify potential opportunities for expanding financing for development from a GE and LNOB perspective;

Analyze and research information on financing for development in the Tanzania context, bringing in new global and regional thinking on the area;

Prepare substantive preparations and analysis briefs on possible areas of cooperation and partnership with private sector.

Manage inter-agency coordination to achieve a coherent and aligned presence for the gE/lnob portfolio.


Provide substantive technical support to inter-agency coordination process to mainstream GE/LNOB principles through engagement in policy discussions, meetings and participating in groups and committees, as ;

Coordinate with the Resident Coordinator’s Office, other UN agencies, government departments, donors, and NGOs on GE/LNOB to ensure programme and policy are harmonized and aligned with other in-country efforts;

Prepare substantive inputs in Common Country Assessment (CCA)/ United Nations Sustainable Development Cooperation Framework (UNSDCF) processes and similar exercises, as necessary.

Lead advocacy, knowledge building and communication efforts.


Represent UN Women in policy dialogues and forums on issues related to gE/lnob portfolio;

Manage advocacy strategies and their implementation;

Document best practices and lessons learned to guide policy, programme improvement and strategy planning;

Lead the development of knowledge management strategies and methodologies and products on GE/LNOB portfolio.

Required Skills and Experience

Education and Certification

Master’s Degree or PhD in gender and economics, gender and development and related field in social sciences, is required

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Professional Experience

A minimum of 7 years of relevant programme and policy experience in gender responsive planning and budgeting, preferably in Africa.

Experience incorporating GE and LNOB principles in financing for development, aid management and related field.

Experience in providing expert policy advice on gender and LNOB mainstreaming and equality to applied sector operations, plans, policies and business processes to governments, UN agencies, and development partners.

Experience in conducting gender and macro-economic and social inclusion analysis and capacity building trainings including development of gender and LNOB tools, frameworks for governments on financial tracking and sectoral policy reviews.

Experience coordinating and liaising with government agencies, UN, development partners and research institutions and academia.

Experience working in the UN System is an asset.

Language Requirements

Fluency in English is required;

Knowledge of the other UN official working language is an asset;

Knowledge of Swahili is an asset.
