ACDI/VOCA, an International NGO with Headquarters based in Washington, D.C., is currently advertising for the position outlined below for the Feed the Future Tanzania Nafaka Activity.

Position: Director of Operations and Finance
Location: Iringa Reports to: Chief of Party

Job Summary:
As a member of Senior Management, the Director of Operations & Finance works closely with the Chief of Party and HQ project team to ensure financial and .administrative compliance of ACDINOCA projects and is responsible for compliance of all administrative, IT, HR, procurement, accounting, and sub-award and grant compliance activities. With support and close coordination with ACDINOCA HQ staff, the Director of Operations & Finance ensures adherence to organizational policies and procedures, and donor and US Government rules and regulations.

• Operations Management: Provide managerial oversight including day to day direction to and supervision of the operations program staff; provides support, guidance and capacity building to staff.

• Financial Management: Ensure that all financial systems, procedures and internal controls are well-designed, in place and functioning efficiently in full compliance with USAID and ACDINOCA standards. Track project project expenditures against projections.

• Grants Compliance Oversight: Coordinate with the program and procurement staff to ensure timely and efficient delivery of in-kind grants and other granting mechanisms. Ensure proper implementation of competitive processes for grantee selection and negotiation by grants team.

• Sub-grant Management: Oversee sub-recipient agreement financial compliance, budget tracking and projections and ensure they are following all required financial accounting procedures. Provide capacity ,building in areas of administration and finance to project subcontractors to ensure transfer of skills and knowledge to local organizations.

Qualifications and Experience:
• Bachelor's Degree in Business Management or related fields. Master's Degree preferred
• Minimum of 10 years' experience in operations, finance, compliance, and administration with at least 5 years in international development organizations or institutions required.
• Minimum of 3 years' experience with USAID rules and regulations with a demonstrated capacity to-ensure compliance with regulations required.
• Solid analysis and strategic planning skills and understanding of the project cycle.
• Proven success managing the administration and compliance of donor funding and ability to apply donor rules and regulations in support of program activities.
• Ability to read, interpret and explain award terms and conditions.
• Solid analysis and strategic planning skills and understanding of the project cycle.
• Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
• Awareness of and sensitivity to multi-cultural international development work.
