JOB SUMMARY

Reporting to the TCO Director of Finance, Grants and IT, Finance Manager – Grants management is responsible for management and coordination of financial terms and conditions in the donor contracts and agreement so that the organization maintain an effective financial accountability to our donors. S/he will take the lead in performing and coordinating high-quality professional budgeting activities in accordance with the principles and procedures of EngenderHealth and its donors. S/he will be responsible for budgetary monitoring/performance and undertaking financial analysis of projects for short- and long-term planning and donor reporting. S/he will participate in yearly work plan development for TCO projects and will be responsible for implementing budgetary controls, preparing TCO and project monthly pipelines, and managing project burn rates. S/he will also assist in the preparation of budgets for proposals written by the TCO. S/he will be expected to conduct all of his/her work with the highest level of discretion, honesty, and attention to detail.

RESPONSIBILITIES:

A. Budget & Financial Analysis


  • Provide management oversight and technical assistance in TCO, project, and proposal budget development; work closely with project program/technical staff to facilitate these processes.
  • Lead the preparation and submission of all donor financial and pipeline reports that originate from the TCO.
  • Lead the development and preparation of preliminary and final budgets and financial portions of work plans for all TCO projects.
  • Monitor budget versus actual figures and work with cost center managers to develop strategies to maximize budget efficiencies; prepare monthly financial management reports.
  • Implement, monitor, and evaluate budget policies and procedures, and make recommendations for their application and improvement, as necessary.
  • Provide technical assistance and support to TCO and project management and staff on budget and other related matters.
  • Analyze, evaluate, and make recommendations involving complex budget and financial management issues, including recommendations for enhancing the TCO budget development process and budget documents
  • Work closely with program/technical teams to develop and update budget monitoring tools or other relevant reports related to activities implemented with Government of Tanzania counterparts and/or donors
  • Take lead in the preparation of yearly operational budgets and their respective monitoring and control tools
  • Manage and report on TCO project burn rates.
  • Conduct quarterly financial performance reviews and give feedback to TCO senior management on the overall financial performance of each project.
  • Approve payment requisitions, verifying budget provision and availability and proper charge codes.
  • Carry out any other relevant duties which may be assigned by the TCO Director of Finance, Grants & Compliance and IT.


B. Grants and Compliance

  • Review of donor financial reports against projects narrative reports
  • Responding to queries with regards to donor financial reports and budget amendments
  • Preparing and Updating of donor reporting matrix
  • Advice the Head of Finance, Grants and IT and the entire Management team on the level of compliance with donor requirements
  • Visit projects/partners to assess compliance to financial requirements
  • Participation in financial monitoring, evaluation and closure of donor funded projects/partnerships.
  • Preparation of donor contract risk analysis for each donor project
  • Circulation of donor risk analysis to Country leadership team and Project Managers
  • Preparation of partner/ sub grantees MOUs and contracts in Liaison with CCU In HQ ( NY) – financial component (at HQ and support the local Field team).
  • Attending partner review meetings for donor funded projects.
  • Coordinate follow up on audit queries with partners
  • Reviewing of financial contents of donor contracts prior to signing and advise accordingly
  • Checking of donor and partnership advance requests for staff/activities
  • Establish and maintain systems, policies, and procedures for tracking compliance with donor requirements for all contracts and coordinate with relevant Program and Finance/Operations staff both in country, region and New York to ensure timely information flow and appropriate actions are taken accordingly
  • Develop, conduct, and administer internal and external compliance training initiatives including TCO staff training
  • Participate in internal and external audits of the organization by providing information and documentation as requested and take appropriate action following audit reviews.
  • Direct and coordinate staff, systems, and procedures related to the preparation, execution, and close-out of contracts; manage daily contract and compliance activities and develop goals and objectives for the TCO CCU.

KEY QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES

  • Degree in Finance, Accounting, and/or Business Administration plus 3-5 years relevant experience.
  • Extensive direct experience in planning and budgeting and forecasting techniques as well as proficiency with financial statement analysis and projection- especially for donor funded projects
  • Ability to effectively manage a heavy workload, working independently including planning, organizing, prioritizing, and paying close attention to detail.
  • Demonstrated strong ability to analyze budgetary and planning data including reconciliation of data and capable to link and interpret financial data as they relate to program data and associated implemented activities
  • Sound problem solving ability and the capacity to exercise good judgment in making planning decisions and maintaining confidentiality.
  • Ability to conduct all work with the highest level of discretion and honesty according to the principles and procedures of EngenderHealth and its donors.
  • Good understanding of various donors (including USAID) financial rules and regulations.
  • Knowledge of Grants and Contracts Management.
  • Outstanding interpersonal and communication skills coupled with strong ability to present and facilitate in meetings and workshops.
  • Experience of leading and supporting teams and ensure highest performance
  • Experience and Skills in Using Accounting Packages such as Sage, Quickbooks, Sun etc
  • Advanced level skills in Microsoft Office, in particular Excel, Word, and PowerPoint.
