Justification

Social media is a powerful tool to raise awareness of child rights in Tanzania and keep audiences and stakeholders updated and informed on UNICEF Tanzania's activities in the country. It helps build public interest, highlight key challenges and generate conversations and engagement around child rights and related issues.

Internet is a sizeable communication channel in Tanzania and currently has a penetration of almost 15 per cent with more than 7.5 million active Internet users. Mobile is the key enabling tool for Internet usage with 91 per cent of users browsing via their phones. Very basic, non-smartphones are the standard and are used by 75 per cent of those with a mobile phone.

Social media is becoming more and more important in Tanzania, especially in urban centres and in the country's largest cities. The biggest platforms are WhatsApp, Facebook and Instagram. There is currently no data available on the numbers of users for these three platforms in Tanzania. It is however estimated that WhatsApp is the most widely used application of the three. Facebook is the third most visited website in Tanzania with an estimated 2.7 million monthly visitors.

UNICEF Tanzania launched its country website in 2012 and its social media sites in August 2011.There is an opportunity to strategically link the office advocacy and behavior change efforts with social media in Tanzania. A large percentage of the population is under 30 and with improved internet connectivity in the country, the population is now increasingly influenced by internet messaging and even social media platforms such as Facebook and Twitter.

The Communication, Advocacy and Partnerships team is recruiting a national Social Media and digital content Consultant to support content creation and design as well as managing office's social media platforms. The intern is expected to work at a flexible time arrangement. This consultancy is also in line with CAP AWP 2017/18 Output 2 cluster 4.

Specific Tasks

The overall objective of this assignment is to provide support to the Communication, Advocacy and Partnerships section to:

To increase visibility and reach of UNICEF Tanzania social media channels, strengthen brand awareness and raise public awareness in Tanzania of the situation of children and how UNICEF, with Government and partners, is making a difference for children, especially the most vulnerable.
Support weekly content production of UNICEF Tanzania's social media platforms.
The consultant will directly produce graphics, photo collage, live video feeds, short video, create animation treatment, video board and script.
Review best practices in using social media platforms to engage younger segments of the population
Monitor results of social media advocacy campaigns and produce monthly analytics reports.
Identifying and engaging social media influencers to widen reach of TCO key advocacy issues on child rights and creating a buzz

Methodology

Produce and manage content for UNICEF Tanzania's website and social media platforms, including Facebook, Twitter pages, Instagram, You Tube and Internet of Good Things site that will help strengthen TCO's digital and social media engagement.
Explore and set up monitoring tools to assess traffic generated on UNICEF Tanzania's social media platforms and how this translates in action from the users.
Support expansion of UNICEF Tanzania fan base through design and implementation of social media-based campaigns.
Support moderation of UNICEF Tanzania's social media platforms.
Provide monthly reports and provide recommendations on what can be done to improve UNICEF Tanzania's presence on social media.
Keep track on initiatives on other UN agencies, country offices' and NGO social media platforms that can be relevant to our work.
Support production of internal monthly e-newsletter on social media highlights
Liaise with section Chiefs and programme staff to generate content for social media channels.

Expected Deliverables

Produce monthly reports on TCO social media engagement and reach.
Develop monthly content calendar which highlights each week focus based on updated communication calendar. The calendar should be shared 15 days prior beginning of the month for approval.
Develop plan for agreed social media campaigns focusing on key TCO selected themes and priorities.
Produce monthly social media content based on the content calendar. Each week content should be ready 15 days prior for review and approval.
Post daily on TCO social media channels in both English and Swahili based on agreed weekly theme focus

Increase TCO Facebook page reach to at least 170,000, increase Instagram followers to at least 500 and increase twitter followers to 25,000 by December 2018.
Activate TCO Instagram account and increase followers to 5,000
Develop proposed digital content list covering April 2018 to December 2018

Reporting

The consultant will report direct to the Communication Specialist and attend weekly CAP section meetings and brief on the ongoing and upcoming online campaigns progress as well as the digital content developed. The consultant will be in the office 3 days a week (Monday and Tuesday) and the remaining days she/he can work remotely dedicating at least 3 hours per day for direct consultation with the team as need be.

General Conditions: Procedures and Logistics

UNICE F Tanzania country office will provide office space, furniture, access to equipment needed for the assignment.

Travels relate d to documentation of TCO's programming for content generation will be covered by the office.

The consultant will be paid on monthly basis however days off and sick leave will not be paid.

Expected background and Experience

University degree
Sound Knowledge in computer skills (e.g. website creation), video skills are desirable.
Good knowledge and understanding of social media trends;
Proven knowledge on digital content development
At least two years of work experience on social media and digital content development
Good communications skills;
Good organization and experience with event management and media relations;
Ability to perform multiple tasks without compromising quality;
Interpersonal skills, team spirit and positive working relationships;
Good writing, editing and presentation skills in both English and Swahili language

Policy both parties should be aware of:

Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the most economical and direct routeƂ but this must be agreed to beforehand.
Consultants will not have supervisory responsibilities or authority on UNICEF budget.
Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
