The Ministry of Lands, Housing and Human Settlements Development (MLHI-15D) with the support from the UK Department for international Development (OFID), Swedish International Development Cooperation Agency (SIDA) and Danish International Development Agency (DANIDA) is implementing a three-year Land Tenure Support Programme (LTSP), which focuses on land tenure regularization, enhancement of land sector transparency, promotion of large-scale land-based investment and policy and institutional development in Kilombero, Ulanga and Malinyi Districts in Morogoro Region. The Ministry is seeking to recruit highly qualified and motivated Tanzanians to fill some vacant positions. The Ministry invites qualified candidates to submit their applications for the following positions:
1) Land Use Planner (1 Post)
The following will be the roles and responsibilities of the Land Use Planner:-
i. Assist the LTR Component with the design and development of a Participatory Village Land Use Planning in the Project Area, based on ortho-rectifled, geo-rectifled satellite imagery and topographic maps;
ii. Assist in developing effective PLUP training module;
iii. Participate in the design and creation of VLUP and supported documents and perform QAIQC of the outputs to be incorporated in the monitoring and evaluation framework, identify and propose updates to Village Land Use Plans were needed;
iv. Participate in producing material for awareness and conducting the sessions whenever required;
v. Train staff in land use planning identification, including the usage of imagery and VLUP techniques;
vi. Organizing workshops and meetings for promoting a dialogue and information exchange among various authorities and key stakeholders in village land use planning; and
vii. Review Participatory Land Use Planning (PLUP) practices and develop a planning concept and relevant tools, methods and approaches for VLUP work.
2. Geographic Information System (GIS) Expert (1 Post)
The following will be the roles and responsibilities of the GIS Expert:-
i. Assist in the design and development of a GIS application for collecting and recording data that is built on or tho-rectifled and geo-rectifled high resolution satellite imagery;
ii. Develop a parcel-based electronic map linked to the legal information;
iii. Work closely with the National Land Use Commission. Urban and Regional Planning Department, Surveys and Mapping Department and the Commissioner for Lands office in the Ministry;
iv. Update field data collection forms and input data into the GIS application;
v. Contribute in the design of QAJQC checks to be incorporated in the application to monitor data quality and deter fraud;
vi. Contribute in the design of a data model that will allow queries to be run to identify categories of claims; and
vi. Train staff in the use of the GIS applications, including geo-referencing of satellite imagery and hard copy maps, creation of shape files for delineated parcels and populating the database.
